NCC ANNOUNCES NEW RESIDENTIAL COMPLEX ON HISTORIC SPARKS STREET MALL

The National Capital Commission (NCC) announced today that Ashcroft Urban Development Incorporated (AUDI) will build a new complex that will include more than 120 residential units on Sparks Street in the heart of Canada's Capital.

The National Capital Commission (NCC) announced today that Ashcroft Urban Development Incorporated (AUDI) will build a new complex that will include more than 120 residential units on Sparks Street in the heart of Canada's Capital.

This new mixed-use complex will be built on the Canlands A site, located south of Sparks Street, near Metcalfe Street. In addition to the residential units, the complex will include street-level retail businesses, some office space and underground parking. The AUDI proposal was retained by the NCC, following a national public request for proposals.

 

"The National Capital Commission is proud to work in collaboration with AUDI to contribute to the revitalization of Sparks Street," said Marie Lemay, NCC Chief Executive Officer. "This sustainable building, located in the heart of the capital, will ensure the preservation of the distinct heritage character of the area and will allow an architectural design worthy of a site located steps from Parliament Hill."

 

The new building will be located between Sparks Street and Queen Street, near Metcalfe Street, from 106 to 116 Sparks Street. The site currently houses two vacant buildings owned by the NCC. The 19th century building at 108–116 Sparks Street includes the former site of the Centre Theatre. As part of the proposal, its facade and the front three metres of the building will be preserved and restored in their current location.

 

AUDI is proposing to build a two-part complex, with a six-storey building fronting on Sparks Street and a 16-storey building on Queen Street.

 

"AUDI is excited to be working with the NCC in the redevelopment of this historic site," said David Choo, AUDI president. "The condo portion of this development will create a residential address in close proximity to Parliament Hill. Ashcroft Urban Developments is proud to contribute to the preservation and rejuvenation of this unique area," added Mr. Choo.

 

"This new residential and commercial complex will bring more people to live downtown and help to enhance the vitality of the Sparks Street Mall," said Sam Elsaadi, Chair of the Sparks Street Mall Authority. "Recent removal of the six green pavilions and the addition of new directional signs to guide visitors to specific businesses in the area will also contribute toward embellishing this unique heritage promenade."

Other revitalization project on historic Sparks Street

This new complex will complement the project built on another NCC-owned property at

131 Queen Street–132 Sparks Street. The award-winning project preserved and restored five century-old facades on Sparks Street, as well as several features of the 1930s Hardy Arcade, recognized for its heritage value. The initiative involved the NCC, Public Works and Government Services Canada (PWGSC), the Sparks Street Mall Authority, and two private companies, Morguard Corporation and 131 Queen Street Ltd.

The 131 Queen Street–132 Sparks Street project received the Ottawa Architectural Conservation Awards, Award of Excellence for infill, adaptive use, restoration, from the City of Ottawa.


Sparks Street Mall revitalization study

The projects on Sparks Street are in keeping with the Sparks Street Mall revitalization study, completed in 2004 by the NCC, in partnership with the Sparks Street Mall Authority, the City of Ottawa and PWGSC. The study noted that bringing residential dwellings and cultural venues to the area could help to revitalize the Mall.
