The Community Budget Advisory Team (CBAT) has developed and recommends the application of a set of Guiding Principles or tests to each and every budget item expenditure in the City of Ottawa Draft Budget 2005 Review to ensure that our City Council applies priorities to expenditures. The CBAT principles were developed to address value-for-money and to verify that the services are being delivered in the most efficient and effective manner, while maintaining the quality of life of our City residents.
The CBAT Guiding Principles recommended to City Council for use during the Budget 2005 review are:
§ Give Informed Leadership
§ Account for Performance
§ Pay-As-You-Go
§ Maintain our Infrastructure
§ Engage the People
§ Address the Majority
§ Understand the Consequences
§ Adhere to Priorities
§ Encourage Improvements
In the application of the Principles, CBAT further recommends that strong emphasis be placed on:
§ Performance Measurement
§ Re-Engineering & Best Practices - Better, Cheaper, Faster
§ Development of Business and Fiscal Models for the City
§ Multi-year Budgeting
§ Life-Cycle Budgeting
